There are numerous ways. There could be created a filter that ignores the spams on the web page.
Btw, I think they should work on this before the spammers appear.

None of these answers solve the issue. Tx-fee is not spam control if crypto-scam bots are regularly getting tipped.
To clarify: I'm referring to the "Send me __ ETH to receive double in return!" scam bots on Twitter. How do you create a DECENTRALIZED scam-bot filter?
I don't think that can be fully decentralized. Users would have to utilize an adblock like service that keeps an up to date filter going.
Creating decentralized anti-spam measures I suppose is not so hard? Different lists of what to filter may be circulated and improved+updated over time
