You can use Opera, it has a built in VPS service that is free. Or you can use TOR not quite a desktop wide VPS but it lets you surf the net anonymously.

VPS are used for server hosting like game server and websites. VPS =/= VPN

I can recommend Ramnode and nfoservers. Heard good thing about Vultr but never used them.
The ones listed above does not have residential IPs anyway. Vultr is very good and so is HostUp
