Basically, yes. At least that is part of why I think CHIPs are better than the other governance alternatives we have had before. The "hearing period" is as long as it needs to be.
Isn't that the same for democracy? People sometimes argue about laws for decades before they get passed.
Also, CHIP process requires requester to actual do the homework. That avoids hand-waivy bullshit like what happended from the BSV camp the that split and later from ABC.

It is about building consensus.
The difference is that it seeks not just >50%, but upwards to 90% consensus. If there is contention in a CHIP it will likely not pass.

Because majority miners, node operators, services, businesses all commit their support to the CHIP before it can be done. This latest upgrade has been underway for >1 year.
