The max speed is whatever the ISP offer, the VPN can get close to that. However, if a page reduce the speed to certain countries the VPN can get around that issue.
But a local region locked VPN without the ability to circumvent ISP blocks and don't mind data being collected and stored could work for the sole purpose of hiding the IP to strangers.
I also imagine that if a ISP does offer a VPN the ISP will be forced to block the content on the VPN that they are forced to block on the general ISP network.
It is a good question, ISPs are often required to keep logs of all user activity stored for a certain time period and hand over the data to law enforcement, so I can see that as a hurdle for them.
Or at least create an additional layer so that that just having access to the ISP alone can't tell what a user did, need to have access to the actual VPN company.
