In germany most guns are shot at ranch with private guns. At german championship there are thousands of armed people with their own private firearms. Nobody ever got killed there.

You can also create a gun by yourself. Building a firearm is extremely easy. Single shot firearms are built from a length of pipe an end cap a steel rod and a spring can make a gun.
