Tokens themselves aren't scams. They're often used for that purpose. Not sure what you consider a scam tho. I suppose intentional pump/dump and lies about utility and development?
That, and: Most tokens have next to no real world utility. They just sit around looking pretty (actually they don't even manage that). Useful for hoarders perhaps, but nothing more.
Also, some people end up having extra tokens, and they cannot do anything with them, so they have incentive to push them on the next guy. They are like the definition of "ponzi scheme"
