How come there is 1,741,567,144 SPICE in circulation (according to tokens in memo) but in the paper it's mentioned that only 1B will "ever" exist?

Memo doesn't keep a full copy of the blockchain and sometimes misses TXs. I will look into this, thanks for reporting
