This is my attitude too, and I think it is still far from becoming a mainstream understanding. Actions must have consequences, for everyone. Of course, it is easy to say, not to do.
I cannot imagine a political system which legislates this kind of punishment to the leaders, and which will not itself become corrupted. Maybe a super small state can work short term.
But very soon, someone has the brilliant idea that maybe we can add this small thing to the small state, it will benefit everyone and shit. Then another such thing and so on.
And in a successful society, it will not take long before the understanding of oppression from the state (as described in the video) again is mostly forgotten by the masses.
