This is quite natural, dick are indeed treated as far more insulting than boobs. First, this is a cultural norm, one that in most cases is a burden for men to bear.
For example, female parents with an innocent child who receives pictures, either of boobs from a woman or of dicks from a man, >99% would be far more upset about the latter.
2nd dicks are direct genitalia, boobs are not. 3rd boobs are half out in the open all the time all over the place. In the street in summer for example. Women love to show them off.
4th, dicks are male bodyparts, therefore seen as safe to be looked down upon, women parts are not. Male things are seen as "ugly" and "insulting", women parts as "beautiful" "sacred".
Again, this is mostly a burden for men to bear. Of course, you manage to convince yourself that men being shunned like this is actually instead about women being deliberately oppressed
