Memo must look into ways to monetize outside of the token marketplace (like sponsorship/ads or a small fee for posts), I guess they are waiting for having more users.

Token commisions are not nearly enough to fund development or hosting costs. If they want to keep it free and open source that's their decision to make. You can think whatever you want

As for monetization, he could do it easily (eg: small fee/ post action + sponsorship), I'm pretty sure he will do something like these if the number of users reach a certain level.
