I recompiling a newer kernel in hopes they have fixed the floppy issues. It seems there are no real testers any more, even most of the basic stuff just simply doesnt works properly.

Rarely but yes. Mostly for firmware upgrades.

You don't have to, all hardware up to like ~2013 are best to be flashed from a floppy disk after booting in real mode (or thats the only way to even do it).
