It will either be so small an amount that it helps nobody, or it would just create inflation. Why? because you're taxing productivity, and rewarding inertia.
Also, those who inevitably get dependent on it will be slaves of "the system", i.e. willing to do all kinds of evil for it, "because otherwise I lose my income".
Now you may object, saying "but it is universal, everyone will get it", but obviously it will not. Some people will abuse the system so much that we will decide they do not count.
In the same way, we will find really likeable people who need more money (war hero widows who are pillars of society but with disease? Or whatever). Soon it's "amount based on need".
In other words, communism. Or you may say a system that incentivizes laziness and selfishness. Only now it is thoroughly state controlled, you are a slave.
