I'm not trying to relieve responsibility from anyone if that was your interpretation of my message. I want to assign more blame without taking any away from specific individuals. I'm
saying the actions of people are largely predictable, and if policy prescriptions don't take these predictions into account they serve to harm more than help.
"policy prescriptions" sounds to me like central planning and social engineering. I lay many of our troubles at the feet of such structures.
