I'd like that arsehole to spend the rest of his life passing 80% of anything he owns & any money he makes to the victims' families as restitution

A simple law that's says you have to get your car tested once a year to check its basic road worthyness. Such a simple thing and unless you a total cunt, something to comply with.

Sometimes simple preventive measures , things like checking a car has working brakes before allowing it on the road is the obvious way to go.

You presume that the mere existence of a law prevents bad actors from acting badly. There are many counterexamples.

Of course there wankers who drive dangerous cars with no mot. But this law insures the vast majority have their car checked for major faults they may be unaware of. That's a good thing
