The problem as I see it is the DAA in Bitcoin Cash keeping minority chains alive. If we want real Nakamoto consensus we should go back to adjustment each 2016 block.

Nakamoto consensus doesn't work across chains. Only among multiple valid branches of the same chain.

Miners that voted for new rules will enforce them on their own chain, and miners that did not vote will continue to enforce old rules on their own chain.

I think that he said that the votes can be used to enforce any new rules. But it cannot force my mining node to accept an invalid rule.
