Totalitarianism always affects the lower class more. In the US, the lower class has a higher percentage of minorites than the general population.
A comedian told a story about his wealthy friend parking in a no parking zone. He said, "you can't park here," & the friend said, "Sure I can, it's just $50."
To him, the fine was just a "fee". This is evidence of how arbitrary laws only really have an effect on the little guy. That's why large corporations love regulation.
