We can say for sure it wasn't a controlled demolition. The work that would have been required for that could not be kept secret in any building, but especially that one.
secrets can be kept better than you know. under a well disciplined, compartmentalized hierarchy most participants are clueless. only an elite group at the top know what's going on.
History shows it isn't that easy to keep such secrets. The secrets always get out.
