About 3.8 MB remain in the BTC mempool all the time and the miners do not want to empty it. Does anyone know why?

Look at the "BTC (default mempool)" on https://jochen-hoenicke.de/queue/

Apparently Bitcoin Core mempool default settings include a maximum size of 300 MB and a 14-day timeout.

Yes a 0-conf transaction can be double spent after 14 days on the BTC network!

The fact that these 3.8 MB haven't been mined proves it.

There is on single mempool. Apparently the one you are watching contains tx that other nodes don't relay or miners won't accept (0 fee maybe)

There are 1 satoshis fees. It seems that 1 satoshis fees are no longer accepted.

Each pool can set whatever min fee they want to. They could set it to 200 sats. Heck they could all collude to set to 2000 to compensate for the halving.
