The user would turn on this option when writing the memo.
I thought there was a setting to not show images inline, then you'd have to click the links I think, so you could not click them at work unless you trust the source & subject.
maybe bury it under the names of each user who flags it "objectionable".
Readers click through each name until getting to the post.
Charge censors per flag, readers per click.
