At the very least it should be 99% of the people. There is no reason for it to be any less. We know this is a safe and effective vaccine.

Bullshit. The worst cases with severe symptoms are still the elderly and obese people. Those are the people who are the most vaccinated. Omicron variant is infecting mostly vaccinated.
