Rich countries giving extra vaccination is just political protectionism. You see it more with more protectionist governments. It's not the issue you are trying to make it be.
In most all cases the booster is optional. Hell in most all cases the initial vaccination is optional. Cases where it is not optional are hot and miss, some make sense, others do not.
