they can't really finish it off that way. all they're doing is prolonging misery until the difficulty finally comes down far enough.
They are keeping the difficulty up by doing it. The longer they keep it up the more and more transactions become backlogged and unreliable. Long enough and they drop from the
| mempool. Unreliable tx and exchanges will unlist it and no businesses will be able to accept it.
