I think not. I suspect that they are simply default settings that miners have not yet adjusted.
If you look at the mempool chart, 0.1-sat transactions were included in blocks before January 30th. Something has changed.
Some mining pools don't want to mine these transactions

I can't find any blocks without 1sat transactions (except empty blocks of course). Can you give me an example?
