So it's different than democracy because democracy is hand wavy and doesn't require homework?
For me, democracy, autocracy, ... it can all be corrupted (otherwise, autocracy can be great if the ruler is good). Blockchain technology avoids this with mining competition.
It turns out this cannot be corrupted, in a way we as a species have maybe not manged to make a proper vocabulary around. Maybe one can say that the miners already are 100% corrupted.
But that is when they mine. Also, upgrades are not decided with mining (not saying this would be possible btw), so it can be corrupted whether it has been so far or not.
"But that is when they mine" meaning, they (and other participants) are not un-corruptible when voting on upgrades.
