you claim those when installing brave, or when they do airdrops, and yes you can spend those. Ive noticed error messages in the past, but then payments getting sent out aftter

It's just an error message that says nothing more specific.
I am not sure, but I think you have to do the KYC to withdraw.
lugaxker is correct, in order to have "full control" of your BAT cave... I beleive KYC is needed... But dont fear...I provided a "work-around"
At first you cab only tip (spend) BAT from Brave Browser.
But recently you can also go through KYC, so you'd be able to send funds yourself to any BAT wallet.
