Fauxi did no such thing as confess that he "made up" these rules, at least this is not proven by the dailymail article. What he said could be construed to saying this, that's all.

Someone else could have made them up. Also arguably all rules are made up anyway. What he confessed to was not being aware of any scientific basis for the rules.

It would surprise me if he didn't repeatedly claim/indicate that these rules were based in sound science at the time they were enforced, which makes the confessions important of course
