I am pretty sure if they could have made a vaccine they would have done it decades ago, it is impossible to make a vaccine, it mutates too rapidly, their are over 5,000 variants.
And they can manually mutate it with the crisper machine. Vaccines are not a preventative measure for new diseases. It's not a solution at all for the next biological attack.
