PoW makes no sense for CBDCs. Those will all be proof-of-correctness. Super high bandwidth & throughput, decentralized, carbon-friendly. But neither trustless nor censorship-resistant.
Basically governments will run their own clone of something like Stellar/Ripple networks. They can track every txn and do KYC checks at every exchange.
It will still be an improvement from the centralized and non-public ledgers of today.
Biggest problem is that the txns are all published ... publicly.
