If everyone must have a memo account, one can eventually have "trusted" people in each city to verify a new location being added.
For example, I'll state on memo I'm based in Berlin.
I can then check any new merchant and "verify the location". Someone else can verify too.
Maybe then the person who added it, can get a reward of say $5. From a wee fund. Or what about, for each merchant you add to a certain POS, you get 1% of any transactions going through their system.
