Free worlds have no leaders. Slave worlds have leaders though.

Also, you seem to conflate "leader" and "ruler". :)
In a "Free World" there is no such thing as just vertically inclined advancement. In a "Free World" any object in that world is "free" move around as it pleases with representation
There is no conflation. A ruler is the primary source of advancement, and a leader demonstrates this advancing.
