If there was no laws against it there would be no crimes. If legitimate businesses could sell drugs then many side crimes wouldn't happen.

Saying they tried is an under statement. Every single year the American military has been there. heroin production increased, it never decreased.

Yes, because the Afghanistan government used it for revenue. The Americans just stood by and let them. It wasn't Americans growing it,or making them. It's what the farmers there grow.
