The only reason the US government didn't stop the Afghanistan government was to work with them. Opium has always been a major export for Afghanistan long before America got there.

Yes, because the Afghanistan government used it for revenue. The Americans just stood by and let them. It wasn't Americans growing it,or making them. It's what the farmers there grow.
